PHILSAGA High School Foundation Inc. (formerly known as Palm Country Learning Center Foundation, Inc.) was registered with the Securities and Exchange Commission (SEC) as a non-stock, non-profit organization on June 19, 1990. It was founded by Mr. Vevancio L. Pecson, then the General Secretary for the Developing Private Schools of Northern Mindanao. The school was established because of the request of barangay officials in Bayugan 3, who had seen the need of a school in the locality. For many years, the school made successful operations. It was one of the leading secondary schools of both Wasi-an and Bayugan 3 in Rosario, Agusan del Sur. In 2005, the management of the school was offered to Philsaga Mining Corporation, who owns the land where the school was located. The management immediately renovated the old and dilapidated school building and the equipment and facilities were improved. In 2008, the Board of Trustees convened and decided to change the name of the school to Philsaga High School Foundation, Inc. Its main office is located at Purok 1A Bayugan 3, Rosario, Agusan del Sur.
Its purposes, among others, are “to be a progressive school of a well-developed individual who is competitive in the present society; to provide quality instruction and adequate school facilities that enhance the holistic aspect of the students; to train the students for responsible leadership through participation in varied social, political, cultural and spiritual activities; and to prepare the students for college life through solid foundation of knowledge, skills and attitudes”. The school offers Junior High School (Grade 7-10); Senior High School (Grade 11-12) with the following Tracks: 1) General Academic Strand (GAS) and 2) TVL (Technical Vocational and Livelihood) -Industrial Arts (Electrical Installation & Maintenance, Shielded Metal Arc Welding & Automotive Servicing).
